Rizk Casino is now up and running online following fears following the November announcement that Canadian government officials might stop the plans. Bernie Shepherd, chief of White Bear First Nations (FSIN), announced plans to operate Saskatchewan’s first online casino in November 2012 standing beneath a photo of Sitting Bull.
Shepherd is CEO and administrator of Rizk Casino conducting online gaming in 2013. His partner is British Virgin Islands-based GeoBet whose CEO Gerry Gionet is a Saskatchewan native. Those two appeared as a special news conference announcing the plans along with Walter Janvier, president of North American Business Investment and Relations with Golden Arrow Worldwide. The announcement took place at the White Bear First Nation Community Hall.
Shepherd is an experienced casino operator having been involved in a highly controversial, yet ultimately successful, attempt to open the Bear Claw Casino m 1993. The casino opened but was accused to operating a “common gambling house.” Charges were filed by local authorities to keep the land casino from opening. These issues were overcome by persistent effort and lifted in 19996. The casino re-opened along with a newly constituted Saskatchewan Indian Gaming Authority, or SIGA, that eventually opened six land-based casinos.
The online casino announcement on November drew scrutiny from Saskatchewan government officials. Some officials vowed online casino gambling would not fly in the province. The RCMP and Saskatchewan Liquor and Gaming Authority, or SLGA conducted investigations that cleared the way for operations to begin in 2013 when SLGA approved the effort following examination of relevant legal issues.
GeoBet follows British laws allowing online casino gaming. That makes partnership attractive including GeoBet online expertise with SIGA on-the-ground operations in Regina. “Online is all over the world now,” Shepherd said during the November announcement ceremony. Shepherd also noted how White Bear members have been included in employment plans adding to the local economy while complementing land casino operations.
During the November announcement news conference, Shepherd, Gionet and Janvier each gave brief remarks to an assemble audience. They said they wanted to give back profits to support White Bear elders and youth. Janvier said the online casino would create jobs and additional investment opportunities for the community.
Shepherd said the entire situation reminded him of the 1993 Bear Claw Casino. SIGA now operates six land-based casino in the province, he said, a result of leaders refusing to give up their rights.
